DNR Plans Public Meeting for Pair of Proposed Land Transactions

The two Cliffside Estates inter-trust exchanges would allow DNR to eventually sell several parcels while preserving Klickitat County revenue

 
The Washington State Department of Natural Resources is planning a public meeting October 24 to share information about two proposed transactions that would allow the agency to sell three residential parcels in Klickitat County.
 
The first Cliffside Estates inter-trust exchange would transfer 82 acres across two parcels near Trout Lake from supporting the Common School Trust into DNR’s Land Bank. A portion of a 641-acre parcel in Clark County, equal in appraised value to the two Klickitat County parcels, would be transferred from the Land Bank to the Common School Trust.
 
The Board of Natural Resources approved DNR’s purchase of the Clark County parcel this year during its June meeting.
 
The second Cliffside Estates inter-trust exchange would take the two parcels near Trout Lake from the Land Bank and exchange them with three parcels nearby that total 19 acres that are currently managed to support local services in Klickitat County.
 
The 19 acres would then be in the Land Bank, which would allow DNR to sell the three residential parcels and use the revenue from those auctions to purchase replacement land that is more efficient to manage and better-suited to support long-term revenue generation. The Land Bank is essentially a holding area for desirable properties acquired by DNR waiting to become trust lands, and former trust lands waiting to be sold.
 
The meeting is scheduled for 6 p.m. October 24 at the Trout Lake School, Room 132, 2310 Highway 141, Trout Lake. Public comment is welcome at the meeting, or it can be submitted via email to exchanges@dnr.wa.gov or in writing through November 8; attendance at the meeting is not mandatory to submit comment.
 
Following the evaluation of hearing testimony and a property appraisal, DNR will finalize the pair of exchange proposals to present to the Board of Natural Resources for a final decision at one of its regularly scheduled monthly meetings. The Board meeting provides an additional opportunity for public comment. 
 
All prospective meeting attendees are asked to stay home if they have a fever, cough, shortness of breath or difficulty breathing, loss of taste or smell, or exposure to someone with a confirmed case of COVID-19.
