Sole Source Contracts

Washington state law (RCW 39.26.140(1)) requires the Department of Natural Resources (DNR) to make sole source contracts available for public inspection for a period of not less than ten working days before the proposed starting date of the contract. Please refer to the Washington Department of Enterprise Services (DES Policy POL-DES-140-00) for additional information.

The Washington State Department of Natural Resources (DNR) contemplates awarding a sole source contract to Blue Coast LLC to provide a five-year service license to MyCoast/Washington website and companion mobile application. MyCoast is a cloud-based suite of tools for collecting reports with coastal photos and data. Examples of data to be collected include location and identification of abandoned boats, king tides, European green crab molts, storm surges, bluff erosion, utilization of CoastSnap (a tool to monitor shoreline change over time), and marine debris, including defuse creosote and large debris such as defuse docks, tires, and large Styrofoam blocks. Reports additionally include local tide and weather information and integration into ESRI ArcGIS mapping tools. Blue Urchin LLC will customize their website and app platform to gather information needed by DNR and its partners to maintain a product which the public can use to engage in the stewardship of Puget Sound shorelines. This scope of work includes the research and development of data gathering forms within the website and companion app. The finalized product is an online active MyCoast website and companion app offered throughout the entirety of Puget Sound for both the public and agency partners to utilize. This contract also includes maintenance and support by Blue Urchin LLC during the five-year subscription period. Information gathered through MyCoast will be administered by DNR and non-sensitive information will be able to be viewed publicly. 
 
DNR requires Blue Urchin LLC’s established and specialized service in order for DNR and its partners to continue addressing marine debris, derelict boats, and creosote. DNR’s partners, including Washington State Department of Ecology, United States Geological Survey, Marine Resources Committees, and Washington Sea Grant, rely on the MyCoast data to inform ongoing research in the areas of sea level rise, storm surge damage, and shoreline change.
 
DNR will enter into a five (5) year contract with Blue Urchin LLC. The contract will be issued on or after October 17, 2024 and will continue for a five-year initial term. The cost of this five-year contract is $120,000. DNR may opt to extend the contract for an additional three (3) times in one (1) year increments at $30,000 per year if required. DNR determines that each optional additional one year extension would result in equal (and/or slightly higher) consideration being added to the total contract value.
 
Offerors contemplating the above requirements are   required   to   submit   capability statements detailing their ability to meet the state’s requirements within ten (10) working days of this announcement.
 
Vendor capability statements should address how they are qualified and capable of performing the following requirements:
  • Resume of experience operating a publicly available, citizen science, photo-based reporting tool mobile app and companion website.
  • Experience with data and applications compatible with ESRI ArcGIS products.
  • Description of citizen science-based reporting projects, locations, and number of established users.
  • Experience working with multiple agencies in areas of data collection focused on shoreline health.
  • Description of any existing application/website currently in use that collects data from the public on a range of aquatic data, including, for example, location and identification of abandoned boats, king tides, European green crab molts, storm surges, bluff erosion, monitoring shoreline change over time, and marine debris or, alternatively, description of how vendor would develop an application and/or website that could collect this data.
