Sole Source Contracts
Washington state law (RCW 39.26.140(1)) requires the Department of Natural Resources (DNR) to make sole source contracts available for public inspection for a period of not less than ten working days before the proposed starting date of the contract. Please refer to the Washington Department of Enterprise Services (DES Policy POL-DES-140-00) for additional information.

The WA State Department of Natural Resources (DNR) plans on awarding a sole source contract to Colehour + Cohen, Inc. (C+C) to complete the Phase 4 of a social marketing and outreach campaign called Wildfire Ready Neighbors (WRN). This campaign is designed to encourage Washington landowners, homeowners, and other residents in several wildland urban interface communities to reduce their wildfire risk. Phase 4 will be rooted in community-based social marketing strategies piloted and expanded in the first three phases of the campaign in order to effectively drive action in twelve new communities selected by DNR. Tactics will include community outreach, an online portal, a suite of creative materials, advertising and promotions, and reporting.
WRN is part of one of the strategies in implementing Goal 3 of the Washington State Wildland Fire Protection 10-year strategic plan: Communities are prepared and adapted for current and future wildland fire regimes.
The WRN campaign uses a robust mix of outreach tactics to effectively motivate audiences in Washington State to become more wildfire ready and take actions on their homes and/or property. During phases 2 & 3, over 3000 Wildfire Ready Neighbors were successfully created, with over 15,000 individual actions that participants had committed to implement on their properties and/or homes that would build resilience to wildfire. The campaign was developed in two languages: English and Spanish.
DNR requires the unique qualifications and expertise possessed by C+C, given that they developed the initial WRN marketing campaign, which included a comprehensive assessment of how homeowners and landowners relate to outreach materials about wildfire and fire preparedness, the best way to reach them, and what tools they need to be successful. DNR selected C+C to create and pilot implementation of Phase 1 of the WRN social marketing campaign after careful review in a competitive solicitation. As a result of the work performed to create and pilot the initial WRN campaign, C+ C is intimately familiar with DNR, as well as homeowner, landowner, and partner needs to successfully reduce the impact of wildfire to the citizens of Washington.
In planning for Phase 4 of the project, DNR staff conducted primary research to consider the factors that drove selection of the contractor for the first two phases of the campaign, including lessons learned, partners’ feedback, and reflections they had from the services provided in Phase 3. This market research included one on one interviews with DNR staff and partners. DNR has determined that C+C is uniquely qualified to develop Phase 4 of the WRN campaign, which will update the materials created during Phase 3, and expand the campaign to other at-risk communities.
DNR will enter into a twenty-two (22) month contract with C+C. The contract will be issued on or after October 1, 2023, and will continue for this twenty-two (22) month initial term. The cost of this twenty-two (22) month contract is $650,000.
Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within five (5) working days of this announcement.
Capability statements should address the following state requirements:
- A familiarity and ability to seamlessly operate with local fire districts, conservation districts and other partners in implementing DNR’s Wildfire Ready Neighbors program with a focus on behavior change. This includes press event management, web creation, earned/social media strategy and implementation;
- Familiarity with DNR Wildfire Ready Neighbors materials and ads;
- Possession of the necessary level of knowledge regarding multicultural outreach and ability to translate material to other languages; and
- Ability and methodology to map and track success using GIS.
In the absence of other qualified sources, it is the state’s intent to make a sole source award of the contract.

The Washington State Department of Natural Resources (DNR) contemplates awarding a sole source contract to The Conservation Fund to partner with DNR when bidding on and acquiring a land package that is to be auctioned on October 10, 2023.
DNR requires a conservation minded business with the availability of over $30 million in capital to partner with DNR on the purchase of a large land package. DNR desires to obtain part of this property package, as it is high quality forestland. The additional property in the package will remain in the ownership of The Conservation Fund, until such time DNR may have the funds to purchase these additional lands. The property is located in southwest Washington and will be managed as trust lands for the state trust beneficiaries. The Conservation Fund has identified a bidding opportunity for properties available for acquisition in southwest Washington. The Conservation Fund desires to maintain forestland in a functional state to provide continued wildlife habitat, wood fiber, clean water, and to support robust local economies, while doing so in an economically sustainable way. The goals of the Conservation Fund align with DNR’s sustainable management goals. The particular property package to be acquired under this agreement must be purchased by a specific date and The Conservation Fund is the only entity that can provide the resources necessary to complete this transaction by the auction date of October 10, 2023.
DNR will enter a ONE (1) YEAR contract with The Conservation Fund. The contract will be issued on or after October 6, 2023, and will continue for a one year initial term. The cost of this one year contract is $500,000.00. DNR may opt to extend the contract for an additional three (3) times in one (1) year increments if required. DNR determines that each optional additional one year increments would result in equal (and/or slightly higher) consideration being added to the total contract value.
Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within five (5) working days of this announcement.
Capability statements should address the following state requirements:
Ability to bid and partner with DNR in a land sale auction to be held on October 10, 2023. This includes providing $30-$50 million dollars of their own funding to purchase part of the property package. Additionally, potential Offeror’s must demonstrate their ability to work with DNR to transfer additional parcels to DNR ownership as funds become available for DNR to purchase these properties for long term forest management.
