Sole Source Contracts

Washington state law (RCW 39.26.140(1)) requires the Department of Natural Resources (DNR) to make sole source contracts available for public inspection for a period of not less than ten working days before the proposed starting date of the contract. Please refer to the Washington Department of Enterprise Services (DES Policy POL-DES-140-00) for additional information.

The Washington State Department of Natural Resources (DNR) contemplates awarding a sole source contract to Washington Resource Conservation and Development Council (WRC&D) to provide Washington Fire Adapted Communities Network, Community Wildfire Protection Plan Guidance, and develop the Community Wildfire Ambassador Program.
 
DNR requires this sole source contract for the following reasons.  DNR’s Community Resilience (CR) group is tasked with working with residents and communities to reduce losses to life and property from wildfire. As part of this task, CR focuses on building what are called “Fire Adapted Communities” across the state. Fire Adapted Communities are part of an approach encouraged by the national Fire Adapted Communities Learning Network (FACLN) which uses best available science and firsthand experiences from organizations across the country to develop best practices, share information, and ultimately reduce the negative impacts of wildfires to communities everywhere. 
 
With a resurgence of funding towards community planning through the Community Wildfire Defense Grants (CWDG), Washington State is experiencing an increase in interest in creating or updating Community Wildfire Protection Plans (CWPP). CWPP’s are authorized from the Healthy Forest Restoration Act of 2003 (HFRA) and are a federally recognized document that requires collaboration and support from fire departments, local governments, and the state forester to be considered valid. WRC&D has an established learning network already focused on educating partners across Washington State about best practices when creating or updating CWPP’s. Furthermore, WRC&D has a strong history of finding federal funding sources through the Bureau of Land Management (BLM) to provide financial support to local partners to complete CWPP’s. The established relationships between WRC&D, state, federal, and local partners uniquely positions WRC&D to successfully lead future CWPP education and support in a way that no other contractor could fulfill.
 
Another approach to building fire adapted communities is working with neighborhood ambassadors or leaders to build capacity within a community and leverage social capital and residential knowledge to encourage neighbors to work together towards the common goal. In 2003 in Colorado, a neighborhood ambassador approach was established and has since grown nationwide. WRC&D and DNR are working on bring an ambassador program to the citizens of Washington State.
 
DNR shall enter into a two (2) year contract with WRC&D. This contract shall be issued on or after May 17, 2024 and shall continue for the initial two-year term. The cost of this two year contract is $667,600. DNR may opt to extend the contract an additional two (2) times in two (2) year increments if required. DNR has determined that each optional two-year extension would result in equal (and/or slightly higher) consideration being added to the total contract value.
 
Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within five (5) working days of this announcement.
Capability statements should address the following state requirements:
 
• Ability to Establish a state-wide learning network focused on Fire Adapted Communities principles;
• Familiarity with and ability to implement Washington State Community Wildfire Ambassador Program Guide;
• Ability to provide technical support for counties and other local organizations pursuing new or updating community wildfire protection plans across Washington State; and
• Capacity to act as a fiscal sponsor for local coordinating groups working towards fire adaptivity.

The Washington State Department of Natural Resources contemplates awarding a sole source contract to JD Lumber, Inc. to manage the process of supplying containerized tree seedlings with genetic material adapted to dry and warm environments within a specific timeframe for post-fire plantings of dry conifer tree species for post-fire replanting purposes on private lands following recent fires in eastern Washington State’s dry conifer forests. 
 
DNR requires a vendor who has a thorough understanding of, and is able to support, the local environmental and logistical requirements of this project and provide the project management needed to help ensure the success of the planting effort.  JD Lumber, Inc. has a depth of experience working with reforestation in northeastern Washington State and other dry condition environments. This experience improves the quality of the product and, ultimately, increases the survival rate of seedlings once they are planted. The contractor has a commitment to this specific region with growth-oriented businesses aimed at providing climate-informed reforestation services to private landowners, DNR, conservation districts, and other agencies well into the future.
 
DNR will enter into a contract of approximately 18-months with JD Lumber, Inc. The    contract will be issued on or after April 10, 2023, and will continue through June 30, 2025. The cost of this contract is $48,454.40.
 
Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within five (5) working days of this announcement.
 
Capability statements should address the following state requirements:
 
• Ability to provide tree seedlings from ‘dry conifer’ species (i.e., ponderosa pine, western larch), which are able to grow in the warm, dry conditions of the northeastern region of Washington State.
• Ability to deliver to the Spokane area approximately 9,819 of the required tree seedlings for planting in spring 2024 and 60,000 of the required tree seedlings for planting in spring 2025. 
• Ability to provide the required tree seedlings in containers with roots and soil together, instead of bare root plantings. 
• Ability to provide the required tree seedlings that have been grown from the target seed stock for the region, using seed that holds genetic material adapted to dry and warm environments.
