Effort aims to shift Blanchard State Forest land into permanent conservation status

The public is invited to a presentation and public hearing on June 14 in Mount Vernon about a proposed exchange of state trust lands in Skagit County. The Washington State Department of Natural Resources (DNR) will present information and receive public comments about the proposed Blanchard Inter-Trust Land Exchange and a related transaction, the transfer of state trust lands into a natural area within the ”core” of the Blanchard State Forest.

Why: DNR will provide information and obtain public comments about a proposed exchange of trust beneficiary designations for state trust lands — an inter-trust exchange — that would allow DNR to transfer land into conservation status in the Blanchard State Forest. A summary of hearing comments and written testimony will be presented to the Board of Natural Resources for a decision at one of its regularly scheduled meetings. 
Directions:  From I- 5 north, take exit 227 for WA-538 E/College Way, continue east on WA -538 /E College Way until reaching Continental Place. Turn left onto Continental Place, then park near 1800 Continental Place and walk to the Skagit County Commissioner’s Hearing Room. 

Inter-Trust Exchange and Transfer

DNR proposes to exchange land trust designations for state-managed parcels located in Skagit County. If approved, up to 860 acres currently designated as the State Forest trust lands will be exchanged for Common School trust land parcels of equal value. All parcels are in Skagit County. The transaction involves an exchange of land trust designations only — DNR will continue to manage all parcels involved.
The inter-trust exchange will position state trust land parcels for a future transfer into a natural area inside the “core” area of Blanchard State Forest. If transferred, the land would be managed for recreation, natural resource conservation area, wildlife habitat, or open space uses consistent with the Blanchard Forest Strategies Memorandum of Understanding (MOU).
