DNR proposes to exchange trust designations (inter-trust exchange) among two state trusts as required in Senate Bill 5924, Chapter 35, Washington State Laws of 2017. Once completed, the inter-trust exchanges will allow for a future transfer of the lands beneath South Seattle, Highline, Green River and Grays Harbor community colleges to the State Board of Community & Technical Colleges.

Objective of Exchange

This transaction will exchange the DNR-managed Charitable, Educational, Penal and Reformatory Institutions (CEP&RI) trust lands beneath four community colleges in King and Grays Harbor counties for equal-valued state trust lands in Skagit, Snohomish, King and Thurston counties that DNR manages for the Community & Technical College Forest Reserve (CTCFR). After the lands beneath the four community colleges are designated as CTCFR lands, they will be transferred to the State Board of Community & Technical Colleges in a separate transaction.

Lands Involved in Exchange

  • Charitable, Educational, Penal and Reformatory Institutions trust lands beneath South Seattle, Highline, Green River and Grays Harbor colleges in King and Grays Harbor counties
  • Community & Technical College Forest Reserve lands in Skagit, Snohomish, King and Thurston counties
