A Proposed Exchange of Land Ownership between State Trusts

DNR proposes to exchange up to 860 acres of State Forest Land Trust holdings within the Blanchard State Forest in Skagit County for an equal-valued amount of Common School Trust property also located in Skagit County. If completed, this re-designation of trust land tracts will make possible a separate transfer of up to $10 million of DNR-managed property within the Blanchard State Forest "core" area to a DNR natural area managed for conservation and recreation as outlined in the Blanchard Forest Strategies Memorandum of Understanding (MOU). Legislatively appropriated funds in the Trust Land Transfer (TLT) program will compensate the Common School Trust for the value of the property that is transferred into the natural area.

Public Hearing – June 14, 2018

DNR will hold a public hearing starting at 6:00 p.m., Thursday, June 14, 2018, in the Skagit County Commissioner’s Hearing Room, 1800 Continental Place, Mount Vernon, WA 98273. The purpose of the hearing is to provide information and receive public testimony on the proposed Blanchard Inter-Trust Land Exchange, which is solely an exchange of trust land designations. DNR also will share information about the proposed Blanchard natural area Trust Land Transfer (TLT) project that will add to the DNR natural area in the core of Blanchard State Forest.

Purpose of this Inter-Trust Exchange
As directed by the 2017-2019 Trust Land Transfer legislation, a portion of the State Forest Land Trust property located within the “core” of the Blanchard State Forest in Skagit County is proposed for transfer into a DNR natural area to be managed consistent with the Blanchard Forest Strategies (MOU). The proposed property is currently managed as State Forest Land Trust, which helps support Skagit County. Only Common School Trust properties may be transferred through the TLT program, but the state’s TLT legislation permits DNR to propose inter-trust exchanges to meet the needs of the trust beneficiaries.
How An Inter-Trust Exchange Works
A Common School Trust property located in Skagit County is selected for an inter-trust exchange. A market valuation is then completed to determine the value of the Common School Trust properties that are equivalent in value to the State Forest Land Trust properties in the exchange. After conducting a public hearing about the proposed exchange of trust designations, DNR may propose an equal value exchange to the Board of Natural Resources, which is responsible for final decisions on these types of transactions.
