How do I apply for a right-of-way across state trust lands?
Among our responsibilities as state trust land managers is the granting of rights-of-way for access across state lands. Access may be required for many uses such as road access to adjoining properties for timber harvest or for public utilities. Anyone wishing to cross trust lands, must submit an application, supply other required documents and pay for the rights received. Not all rights-of-ways requests are granted and the process can be long.

The first step in the process is to contact Department of Natural Resources (DNR) region office where the specific lands are located to discuss your access needs with the Region Rights-of-way Specialist.
If the discussion results in the need to apply for a road use permit, license or easement, please read the application instructions and download the application, or request that an application package be sent to you.
Complete the application and submit an original, signed application together with all required supporting documents to the Division Rights-of-way Program at:
