FOR CONTRACTORS: Bidding on Derelict Vessel Removal
Most of the work to remove and dispose of derelict and abandoned vessels on state-owned aquatic lands is done by private contractors. DNR and state agencies are required to use Washington state contract 05511 for removals over the direct-buy limit ($10,000). Local government agencies may also use contractors from this list, but are not required to do so.

You will need to register an account with WEBS. You can sign up to receive notices about a wide variety of bidding opportunities, depending on the types of work you do. The commodity code used for derelict vessel removal and disposal is 959-77.

Contract 05511 is a two-tier contract.
- The first tier is an emergency response contract awarded to three vendors in each region of Western Washington. We do not have an emergency response contractor list for eastern Washington due to the low number of calls we get from the east side.
- The second tier is a pool of pre-qualified vendors to bid on planned projects.
The state’s contracting agency, does not anticipate adding new vendors for at least two years from the initial contract award date of May 2012. They will likely time the vendor refresh around an annual contract extension upon DNR’s recommendation.
Occasionally, DNR seeks bids on projects that are not part of the state contract—primarily for disposal of vessels larger than 100 feet. DNR will advertise these projects through the Washington State Department of Enterprise Services (WEBS).
For projects under $5,000, DNR can purchase services directly from qualified vendors.
