Abstract:
Forest Practices Road Maintenance and Abandonment Plan Points (FPRMAP_POINTS): The data set contains points at water crossings and other points of interest on state-owned and private industrial forest roads that have been identified in a Forest Practices Road Maintenance and Abandonment Plan (RMAP). This dataset is a work in progress. Not all points have been entered or updated. Some points identified as fish barriers may not be on fish bearing streams; they will be reclassified as non-fish only when fish absence is verified. See NOTE in supplemental information. This dataset represents the information that we have compiled to date. Work will continue toward making this dataset as complete as possible. The dataset will be revised periodically.
Forest Practices Specialists use the database to track landowner progress toward meeting Forest Practices RMAP goals at each location. It also provides supporting documentation for RMAP Annual Accomplishment and Planning Reports submitted by landowners. See Washington Administrative Code (WAC) 222-24-050. All fish passage barrier locations and their condition must be provided as individual point information in the Accomplishment Scheduling Worksheet. Landowners may include additional information about sediment delivery, unstable slope, and water interception points. The information provided in the Accomplishment Scheduling Worksheet is incorporated into DNR's FPRMAP_POINTS database.
Purpose:
The Road Maintenance and Abandonment Planning (RMAPs) process was developed as part of the Forest and Fish Rules in 2001. The planning process provides landowners with a method to evaluate their forest roads, identify areas that do not meet forest practices rule standards, and schedule needed upgrades and/or repairs to be completed by 2016. Large landowners are required to implement the RMAP process while small landowners can choose the RMAP process or comply with the small forest landowner road maintenance planning process (i.e., checklist).
The Department of Natural Resources (DNR), in consultation with the departments of Fish and Wildlife and Ecology, affected Tribes and other interested parties, either approves or disapproves the RMAP.
Once a road is improved to rule standards, a landowner's RMAP obligations are complete and generally only routine maintenance practices are needed to keep the road at that level.
Beginning October 3, 2011, a landowner with an approved RMAP may request up to five additional years to complete their RMAP obligations - this process is known as an extension request. See WAC 222-24-051(8) and Board Manual Section 3 for full details and requirements.
The 'RMAP Form Instructions' document provides instructions and helpful information for those landowners using the RMAP process outlined in WACs 222-24-050 and 222-24-051. NOTE: In 2006, the revised water type map was used as an additional tool to identify potential fish passage barriers. Individual fish passage barriers may be reclassified as non-fish points when landowners verify on-the-ground physical characteristic per WAC 222-16-031and/or perform a protocol survey or other approved methodology verifying fish absence. Fish barrier points may also be reclassified to fish passable or non-fish if the structure was determined by Washington Department of Fish and Wildlife to be sufficient to remain until the end of its functional life (due to limited habitat gained) or if the structure was determined to play an important role in maintaining ponded or wetland habitats; these decisions are made with stakeholder consultation.

The accuracy/completeness of this data varies by region and therefor should not be used for precise measurement and/or calculation. Additionally, a particular field may have complete or incomplete data content based on many factors including original submissions, records tracking, landowner reporting, or other.
Typically, data completeness relies upon landowners submition of annual reports with updates as part of RMAP rule requirements. Updates may also result from water type modifications associated with forest practices applications, RMAP revisions, or DNR enforcement activities that may occur at anytime throughout the year.
It should also be noted that some regions use fields with complete data for "RMAP Accomplishment Reports" cumulative totals for some categories. Other regions rely strictly on summations of numbers derived from each landowner's "(RMAP) Annual Accomplishment and Planning Report". The latter is from the original RMAP reporting process.
Many of the fields in this dataset are for reference purposes only and are provided for expediency of finding supporting information during RMAP review by DNR personnel. For example, "SUPP_DOCS" is for listing supporting documents such as water type modification form numbers. However, this field does not include every water type modification number. Additional water type modification form numbers and their results can be found on the water type map in FPARS and through region offices.
