Abstract:
SOSEA (SPOTTED OWL SPECIAL EMPHASIS AREAS) means the geographic areas as mapped in Washington State's Forest Practices Rules (WAC 222-16-086). Each delimited SOSEA polygon contains the specified goal for that area to provide for demographic and/or dispersal support as necessary to complement the northern spotted owl protection strategies on federal land within or adjacent to the SOSEA. |

SOSEA (SPOTTED OWL SPECIAL EMPHASIS AREAS) means the geographic areas as mapped in Washington State's Forest Practices Rules (WAC 222-16-086). Each delimited SOSEA polygon contains the specified goal for that area to provide for demographic and/or dispersal support as necessary to complement the northern spotted owl protection strategies on federal land within or adjacent to the SOSEA.
Forest Practices Rules are in place for forest land within a SOSEA boundary. These rules were adopted by the Washington Forest Practices Board for compliance with the Federal Forestry Plan of 1995, 4(d) Rule.
The boundaries of each delimited SOSEA is derived from the following federal document:

Area providing sufficient suitable spotted owl habitat within the SOSEA to maintain the viability of northern spotted owl sites identified as necessary to meet the SOSEA goals.
Area providing sufficient dispersal habitat for the interchange of northern spotted owls within or across the SOSEA, as necessary to meet SOSEA goals. Dispersal support is provided by a landscape consisting of stands of dispersal habitat interspersed with areas of higher quality habitat, such as suitable spotted owl habitat found within RMZs, WMZs or other required and voluntary leave areas.
