This dataset was created in November 1999 by D. Collins for the Forest Practices Forest and Fish Emergency Rules, becoming part of the FP permanent rules on 07/01/2002. This data layer divides Washington State into two sections, east-side and west-side for the purposes of implementing various Forest Practices Rules that differ according to where the forest practice is located. "Eastern Washington" and "Western Washington" are defined in Chapter 222-16-010 of the Washington Administrative Code (WAC).

"Eastern Washington" means the geographic area in Washington east of the crest of the Cascade Mountains from the international border to the top of Mt. Adams, then east of the ridge line dividing the White Salmon River drainage from the Lewis River drainage and east of the ridge line dividing the Little White Salmon River drainage from the Wind River drainage to the Washington-Oregon State line. "Western Washington" means the geographic area of Washington west of the Cascade crest and the drainages defined in Eastern Washington.
