THE RULE-MAKING PROCESS
Rules are written to implement, interpret, or apply a state law (Revised Code of Washington or RCW) or court decision. Collectively called the Washington Administrative Code (WAC), rules outline a state agency’s policies and procedures when the rule involves the public or regulates an activity.
DNR adopts its rules following the steps identified in the Administrative Procedures Act Chapter 34.05 RCW, which also ensures public participation before a rule or law is approved. The same basic process is used to adopt a new rule, amend an existing rule, or repeal an existing rule. DNR registers its rule-making activities once every six months in form of a rule-making agenda which is published in the Washington State Register.
