PROPOSED STAVIS INTER-TRUST EXCHANGE 86-089147

Purpose of Exchange
As directed by 2011-2013 Trust Land Transfer legislation, the Stavis Trust Land Transfer (TLT) property in Kitsap County is proposed for transfer into the Stavis Natural Resources Conservation Area (NRCA). This TLT property is currently held as State Forest Transfer, Scientific School, CEP&RI and Capitol Grant trust land. Legislation only allows Common School Trust properties to be transferred. To accomplish the transfer, the Stavis property must be re-designated as Common School Trust land through an inter-trust exchange.

How an Inter-Trust Exchange Works
Common School Trust property in Kitsap and Thurston counties with characteristics similar to the transfer property has been selected and is being appraised to determine market values, along with the transfer property. About 969 acres of potential exchange land is located in Kitsap County with another 313 acres in Thurston County. Only those portions of exchange land determined by appraisal to be approximately equal in value to the transfer parcel will be exchanged.

Effects of the Exchange
All of the property will continue to be owned by the state of Washington and managed by the Department of Natural Resources. Each newly re-designated parcel will continue to be managed for revenue to benefit its respective trust. The transfer property will be re-designated Common School Trust and become eligible for NRCA status, which earmarks it for conservation, scientific research, and low impact public recreation. Legislatively appropriated TLT funds will compensate the Common School Trust for the value of the timber and the land value will be used to acquire replacement property.

Public Hearing was held april 2, 2013
The purpose of the hearing was to provide information and receive public testimony on the proposed Stavis inter-trust exchange, which is an exchange of land trust designations only. Project Status
The Board of Natural Resources will consider this exchange at the scheduled Board meeting in June 2013. If approved, State Forest Transfer, Scientific School, CEP&RI and Capitol Grant trust lands in portions of Townships 24 North, Ranges 1 and 2 West in Kitsap County will become Common School trust lands. Common School trust lands in portions of Township 24 North, Ranges 1 and 2 West in Kitsap County and portions of Township 18 North, Range 3 West in Thurston County will become State Forest Transfer, Scientific School, CEP&RI and Capitol Grant trust lands.
