DNR proposes to exchange 552 acres of state trust land near Seabeck in Kitsap County for equal-valued parcels of Common School Trust forestland also located near Seabeck. The trust lands that DNR proposes to exchange and re-designate as Common School Trust property are currently managed for revenue for beneficiaries of the State Forest Lands; Scientific School; Capitol Building; and Charitable, Educational, Penal and Reformatory Institution (CEP&RI) trusts.
If completed, this re-designation of trust land tracts will make it possible to transfer 553 acres into the DNR-managed Stavis Natural Resources Conservation Area (NRCA). Legislatively appropriated funds in the Trust Land Transfer (TLT) program will compensate the Common School Trust for the value of the property that is transferred into the Stavis NRCA.

Public Hearing — September 3, 2014
DNR will hold a public hearing starting at 6:00 p.M., Wednesday, September 3, 2014,
at the Crosby Chapel Church, 16404 NW Church Road, Seabeck, WA 98380. The purpose of the hearing is to provide information and receive public testimony on the proposed Stavis Inter-Trust Exchange, which is solely an exchange of trust land designations, and to share information about the Stavis Trust Land Transfer (TLT) project. At this same meeting, DNR will hold a second hearing about the potential boundary expansion of the Stavis NRCA boundary for properties located towards the southwest of the existing NRCA site. Inclusion within an NRCA boundary does not change the land uses permitted by a county or other local authorities. DNR only purchases land for NRCAs from willing sellers within approved NRCA boundaries.Written testimony for the Stavis Inter-Trust Exchange must be received by September 19, 2014.

As directed by the 2013-2015 Trust Land Transfer legislation, the Stavis Trust Land Transfer (TLT) properties in Kitsap County are proposed for transfer into the Stavis Natural Resources Conservation Area (NRCA) to be managed for recreation, wildlife habitat or open space uses consistent with the management plan for this natural area. Portions of the Stavis TLT property are currently managed for the following trusts: State Forest Land Trust (Parcels A,B,C) which helps support county and state government services; Scientific School Trust (Parcel E) which helps support Washington State University; Capitol Building Trust (Parcel F) which helps fund buildings on the State Capitol campus; CEP&RI Trust (Parcel G) which helps support Department of Corrections and Department of Social and Health Services (DSHS) institutions. Only Common School Trust properties may be transferred through the TLT program, but the state’s TLT legislation permits DNR to propose inter-trust exchanges to meet the needs of the trust beneficiaries.How An Inter-Trust Exchange Works
Common School Trust property located in Kitsap County (Parcels H, I, J and L) are selected for an inter-trust exchange. A market valuation is then completed to determine the value of these Common School Trust parcels and the value of the properties for the four other trusts (Parcels A, B, C, E, F, G; State Forest Land Trust, Scientific Trust, Capitol Trust, CEP&RI Trust). After conducting a public hearing about the proposed exchange of trust designations, DNR may propose an equal value exchange for each trust to the Board of Natural Resources, which is responsible for final decisions on these types of transactions.
