Proposed Newberry Hill Trust Land Exchange
This proposal calls for exchanging approximately 525 acres of forested state trust land for approximately 520 acres of forestland owned by Kitsap County Parks and Recreation Department. This exchange would allow DNR to reposition the Common School Trust lands it manages in the area to be adjacent to the Green Mountain Block. This would allow for greater efficiency and management as a multiple-use working forest.
Objectives
• Consolidate isolated State trust lands into DNR’s current Green Mountain management block, which is a more manageable and desirable location.
• Enhance forest biodiversity by consolidating forestlands that will be managed under DNR’s Habitat Conservation Plan and policies for sustainable forestry.
• Enhance the sustainability of working forest landscapes to provide for future generations.
• Provide better opportunities for low-impact recreation at Green Mountain

The value of the lands exchanged will be determined by independent appraisals.

Location
All land involved in the exchange is located just north of the DNR-managed Green Mountain Forest and south of Kitsap County’s Heritage Park and Middle School property -- all within Kitsap County.
Kitsap County Parks & Recreation property is
Forestland that had been privately managed for timber and other natural resource production
One block of land adjacent to a major block of DNR-managed trust land at Green Mountain
Edge- and in-holding properties of the Green Mountain block
State Trust property is
Forestland managed by DNR for timber and other natural resource production for the Common School Trust. (A portion of the southeastern part of the property is leased to the Kitsap Rifle and Revolver Club.)
One block of land adjacent to another 315 acres of State Forest Lands (managed by the state in trust for the county -- Kitsap County has requested that this 315 acres be transferred to the county for management at some time in the future.)
The state trust involved in this exchange is the Common School Trust (generates revenue for public school construction statewide)

• Input from the public, including comments made at the hearing, will be reviewed.
• Parcels proposed for exchange will be appraised.
• An exchange agreement between DNR and Kitsap County Parks and Recreation Department if the two parties agree on the lands to be exchanged.
• The proposed final agreement presented to the Board of Natural Resources, which represent s trust beneficiaries, for decision at a monthly meeting.
