PROPOSED BEAUSITE LAKE INTER-TRUST LAND EXCHANGE 86-090570

DNR proposes to exchange approximately 305 acres of State Forest Land Trust near Beausite Lake in Jefferson County for an equal valued parcel of Common School Trust forestland elsewhere in the county. If completed, this re-designation of trust land tracts will put the County in position to acquire the Beausite Lake property from the Common School Trust through the state’s Trust Land Transfer (TLT) program to use for recreation, wildlife habitat or open-space purposes. Legislatively appropriated TLT funds will compensate the Common School Trust for the value of the property transferred to Jefferson County.

Public Hearing — February 27, 2014
DNR will hold a public hearing starting at 6:00 p.m., Thursday, February 27, 2014, at the Jefferson County Library, 620 Cedar Avenue, Port Hadlock, WA  98339. The purpose of the hearing is to provide information and receive public testimony on the proposed Beausite Lake Inter-Trust Exchange, which is solely an exchange of trust land designations.

Purpose of the Inter-Trust Exchange
As directed by the 2013-2015 Trust Land Transfer legislation, the Beausite Lake TLT property in Jefferson County is proposed for transfer to Jefferson County to be managed for recreation, wildlife habitat or open-space purposes. The Beausite Lake TLT property is currently managed as State Forest Land Trust, which helps support county services. Only Common School Trust properties may be transferred through the TLT program, but the state’s TLT legislation permits DNR to propose inter-trust exchanges to meet the needs of trust beneficiaries.

How an Inter-Trust Exchange Works
A Common School Trust property located in Jefferson County is selected for an inter-trust exchange. A market valuation is then completed to determine the values of the Common School Trust parcel and Beausite Lake TLT property (currently, State Forest Land Trust). After conducting a public hearing about the proposed exchange of trust designations, DNR may propose an equal value exchange to the Board of Natural Resources, which is responsible for final decisions on these types of transactions.
